To assume that the police profession is made up of robocops or anti-theft, anti-crime machines would be naïve and careless. This category is exactly the same as any other in which the human race is present: just as engineering is carried out by engineer-men and medicine by doctor-men, the Police is, and will always be, the domain of police-men. In other words, Man will always be the true subject of the professional question, and upon him fall the responsibilities, the demands, the conflicts, the aspirations, and the effects of the unpredictable.
Nor can we fail to understand that the Police Officer plays a singular role in the daily life of fellow citizens: he is the guarantor of safety. Upon him fall unique responsibilities and, inevitably, a demigod-like image in the eyes of those who feel threatened or harmed. Sociologically, we might well say this were it not that he is a human being who needs physical, vital, mental, and psychic balance.
Introduction
It is well known that the performance of any group, any organization, or society itself depends fundamentally on the individual quality of the people who make it up. To speak of that individual quality is to speak of health, of the way each person lives, and of their respective levels of pleasure and satisfaction... It is to dare to speak of Quality of Life in its broadest possible sense.
The quality of life of each member of a social unit is the health of that unit itself and, why not say it, the health of society as a whole, as the connective tissue linking these units. But speaking of health does not mean speaking exclusively of the absence of disease or illness; it means understanding health as a whole in which the Physical, the Vital, the Mental, and the Psychic are in perfect balance within each social actor.
Balance among the physical, vital, mental, and psychic dimensions of each of us — important actors in the theater of society's operations — is necessary and owed; stress must be only the vehicle of the will to fight, and never the agent that wears down the face, disrupts the emotions, and works toward the decline of the being.
We are certainly not talking only about executives with caustic lifestyles or emergency-room doctors on a day of overwhelming demand. We are talking about everyone who, in personal or working life, experiences an imbalance between their Physical, Vital, Mental, and Psychic functions. And within that group, we are also talking about Police Officers, civilian or military, and everyone who plays the role of "security."
Perhaps some questions are in order now: how can one maintain or achieve such balance when living, in particular, in a metropolis that is attractive and fervent, conflictive and dangerous, tense and rich in problems that afflict everyone? How can one achieve such balance when other forces act stealthily, and sometimes explicitly, under the name of stress?
Stress in working life generates social and economic problems with immediate behavioral consequences and altered levels of perception, communication, and negotiation with other people.
Research shows that physical activities of bodily expression, physical and mental relaxation, artistic and playful activities, together with exercises in creativity and inter- and intrapersonal relationships, provide benefits to the body — improving cardiovascular and respiratory function, burning calories, aiding physical conditioning, and inducing the production of relaxing, analgesic substances such as endorphins, in the fight against the harms of stress.
It is known that stress leads to multiple forms of wear, directly affecting functional relationships, especially those that depend on perception and immediate action.
Stressors are everywhere, sparing neither body nor mind, with psychosocial and attitudinal effects so strong that they trigger pathologies and behavioral changes that jeopardize life itself.
And is the police officer any different in this respect?
Rationale
Establishing a specific program for the police profession, one that links physical, vital, mental, and psychic balance to daily duty, seems to justify the social role this profession plays in the world of security.
A Metapolícia program is thus justified, since each police officer needs to be aware that even before their external policing action, there is a subtle policing at work within their own life.
Thus, providing training in the fields of Police Tactics and Intelligence, interwoven with behavioral programs for physical, vital, mental, and psychic balance, gives the officer the capacity to live at peace with himself in a state of introspection; to be proactive and perceptive in the face of any process or daily routine; and to relate to "the other" in the fullest sense of the word.
General objective
To offer police officers of all categories an integrated program of training and behavioral development aimed at personal and professional mastery, ensuring the balance of their physical, vital, mental, and psychic functions so that stress remains within normal levels and enabling effective performance in the fields of police tactics and intelligence.
Specific objectives
Carry out behavioral training for mixed groups within the police profession.
Carry out training in the field of Police Tactics for selected segments.
Carry out training in the field of Intelligence for selected segments.
Establish, through media outreach and targeted actions, the officer's role as an agent of sustainable behavior.
maintain a permanent system of refresher training and behavioral retraining aimed at forming multipliers in these areas.
Create a study center on stress and behavior for police officers.
Goals
Carry out a sequential program of training courses starting with the behavioral course, for groups of 30 police officers from various categories.
Meet an average demand of 540 police officers from various categories through sequential programs each semester.
Train 30 multipliers per year, among police officers, in experiential methodologies.
Develop a program of seven training courses in the fields of police tactics and intelligence, building on behavioral training, for a closed group of 90 police officers in 3 classes, as a pilot experience for spreading this methodology, with follow-up of graduates.
Action plan
Approval and/or adjustment of this document.
Establish the programmatic line, define courses and schedules.
Prepare venues and logistics for the events.
Select participants for the program under Goal 4.
Develop, during the semester, the program for another 450 police officers.
Create the program's administrative unit.
Structure of the training
The behavioral training will last 48 hours and may be delivered over four weekends, with full-day activities on Saturdays and Sundays, or in another schedule arrangement as convenient given the nature of the activity.
The work will be entirely experiential, exploring the breaking of dualities and the experience of the subject.

Teach, through specialized experts, how to recognize the various narcotic substances that exist. Raise students' awareness of the importance of fighting Drugs, their devastating effects on the body, and the harm caused to society.
Defense and Immobilization Tactics in Police Work
Train police officers and security guards in approaching suspects, using special immobilization and handcuffing techniques, aiming for more effective action in high-risk situations, such as detaining suspects, people under the effect of drugs, mentally ill individuals, and aggressors in urban disturbances, etc. The techniques used in this program include immobilizations derived from Aikido, Poli-Combate, and Wing Tsun — the latter being a realistic system of personal self-defense created in China more than 250 years ago. Simple and efficient, it discards all acrobatic movement. In WT training, every possibility is worked on: more than one attacker, attacks from any direction, standing, seated, or already on the ground, etc. The tactics taught in this course emphasize the element of surprise and speed of attack. After conditioning students in the skill of the exercises, we place them in various situations that demand quick thinking and agility in developing their self-defense ability.
Terrorist Factions Around the World
Address this subject with all its characteristics and particulars within a global situation involving various nationalities and human groups, within a geopolitics of tension between the capitalist power of the USA and its rival radical Islamic groups, as well as the origin of these groups and various other branches of world terrorism.
O.M.D. – Observation, Memorization and Description
Teach OMD techniques, commonly used in various branches of Intelligence and Investigation. These are techniques aimed at Observing with precision, Memorizing what was seen, and Describing it truthfully. The development of these techniques (Observing, Memorizing and Describing) depends on continuous mental effort, through the fullest use of the senses.
